The possibility that it might be real, a game-changer in every sense, forces the opposition to tread carefully, to consider the risks, and ultimately to engage. Whether bluff or truth, the mere suggestion of a formidable trump card forces all parties to the table, to assess, to weigh, and to negotiate. This is the essence of power: to hold just enough mystery to make all else possible.
