Fix Thermals on Dell XPS 9550/96xx Precision 55xx

PCH chipset temperatures are abnormally high when using eGPU devices or attached DC power brick. Even on idle CPU core temps < 50C, the fans spin up to keep PCH within intel thresholds (lim 80C).

Solution: Apply a thermal pad to the PCH chip.
