To make the usbhid driver ignore the touchscreen device, add a HID_QUIRK_IGNORE
quirk as module paramater:
Add a modprobe file, like /etc/modprobe.d/disable_raydium_touchscreen.conf

To actually disable the device (or at least keep it in a suspended state), configure it to autosuspend as fast as possible:
This can be done via the package sysfsutils
and a file like /etc/sysfs.d/autosuspend_raydium_touchscreen.conf
