Ensure that you have:
- the PS4 connected via Ethernet
- tested that the connection is what you expect on another machine connected via Ethernet
- I found this method as a fix for a BT HomeHub, but it also worked on my NETGEAR r7000p router
- In router settings, set the IP address of the PS4 to static.
In NETGEAR Genie settings, this is in Advanced>LAN Setup>Address Reservation

- Enable DMZ server for the new static IP address of the PS4.
Once again, NETGEAR Genie has this in Advanced>WAN Setup>Default DMZ Server
.
- Allow the router to restart.
After following these steps, I noticed an instant jump from a download speed of ~13Mb/s
to what I expected at around ~55Mb/s
